Management Board
Membership of the GCPH Management Board is drawn from our sponsor and partner organisations – Scottish Government, NHS Greater Glasgow and Clyde, Glasgow City Council and the University of Glasgow. Local partners have two representatives and Scottish Government has one representative. The Assitant Chief Officer of Glasgow City Health and Social Care Partnership, the GCPH Director and Associate Directors are also full members of the Board.

John Matthews OBE (Chair)
Non-Executive member of NHS GGC Board
Rev John Matthews became a Non-Executive member of the NHS Board in July 2016, and was appointed Vice-Chair to the Board in June 2020. John has held senior positions within industry, latterly with General Electric of America. In his early forties he studied for the Ministry of the Church of Scotland and was Minister of Ruchill Parish Church in North Glasgow for 19 years, until his retirement. He is passionate about engaging with the wider social and economic concerns of Glasgow and beyond. He was awarded the OBE for services to economic development in the Queens Birthday Honours List in 2007.
Dr Martin Culshaw
Deputy Medical Director – Mental Health and Addiction Services
Martin is Deputy Medical Director – Mental Health and Addiction Services at NHS GGC, having previously held the role of Deputy Associate Medical Director for Mental Health. He was Clinical Director for Forensic Services from 2010-18, was Clinical Lead for Women for the Forensic Network for Scotland from 2009-18 and sat on the Forensic Network Advisory Board, writing papers and advising the Network and Scottish Government on services for female mentally disordered offenders. He worked for a number of years as a visiting psychiatrist to HMP Cornton Vale. Martin is trained in both General and Forensic Psychiatry.

Anne McTaggart
Councillor
Anne is a Glasgow City Councillor representing the Drumchapel/Anniesland ward and an SNP politician. Anne is Chair of the Glasgow Community Planning Strategic Partnership and the Drumchapel/Anniesland Area Partnership, and a member of the GCC Finance and Audit Scrutiny Committee and the Glasgow Volunteering Strategy Board. She is also a member of the COSLA Community Wellbeing Policy Board and National Association of Councillors.
Michelle McGinty
Head of Corporate Policy and Governance
Michelle McGinty is Head of Policy and Corporate Governance at Glasgow City Council, with responsibility for strategic policy, planning, and governance, as well as community empowerment and Community Planning activities. She previously held a number of other roles within the Council including Head of the COP26 Team, Head of Strategic Communications for the Glasgow 2018 European Championships, Senior Adviser in the 2014 Commonwealth Games team, Head of Media for the Glasgow 2018 Youth Olympic Games Bid Team, and Senior Adviser to the Leader. Before joining the Council, Michelle worked as a journalist.

Prof Laurence Moore
Director of the MRC/CSO SPHSU
Professor Laurence Moore is Director of the MRC/CSO Social and Public Health Sciences Unit, Co-Programme Leader of the Complexity Programme within the Unit and Deputy Director of the NIHR Health Determinants Collaboration Glasgow. A social scientist and statistician, Laurence is a leading expert in the evaluation of complex interventions, and led the 2021 update of the MRC/NIHR Framework for the development and evaluation of complex interventions.
Prof Chris Pearce
Vice Principal for Research and Knowledge Translation
Professor Chris Pearce is responsible for the University’s research strategy and policy development, working in collaboration with our four academic colleges. He is Professor of Computational Mechanics in the James Watt School of Engineering. Chris was appointed as Vice Principal in 2020, having previously held the role of Dean of Research and Deputy Head of the College of Science & Engineering.
Prof Moira Fischbacher-Smith (Vice Chair)
Vice-Principal Learning and Teaching
Moira Fischbacher-Smith is Professor of Public Management and Vice-Principal (Learning & Teaching) at the University of Glasgow. She leads the University’s strategy and policy development for learning and teaching, has responsibility for teaching quality, and works with colleagues across the University to support student and staff development in relation to teaching and learning. Prior to her role as Vice-Principal, she held a number of management roles within the Adam Smith Business School and College of Social Sciences alongside her research, teaching and supervisory activities.
Prof Emma McIntosh
Professor of Health Economics
Emma is Professor of Health Economics at the University of Glasgow, where she holds the post of Deputy Director of Health Economics & Health Technology Assessment (HEHTA). She joined the group in May 2011 as Reader in Health Economics and programme leader on the Economics of Population Health.

Dr Anita Morrison
Co-Deputy Director, Health and Social Care Analysis Division
Anita is Deputy Director and Joint Head of Health and Social Care Analytical Services at the Scottish Government, a Division that supports policy teams with research, statistical and economic analysis and advice. Anita has worked in various roles in the civil service, mostly as a researcher and analyst, including in Health, Justice, Strategic Research and she led the evaluation of the Glasgow 2014 Commonwealth Games. Previously Anita worked at the University of Glasgow, where she completed a PhD, and at Greater Glasgow Health Board where she evaluated HIV and drug services.
Nicola Edge
Co-Deputy Director, Health and Social Care Analysis Division
Nicola is Deputy Director and Joint Head of Health and Social Care Analytical Services at the Scottish Government, a Division that supports policy teams with research, statistical and economic analysis and advice. Nicola has worked in a variety of research and analysis roles, initially across local government and then the Scottish Government, including in Health, Justice, Equalities and Social Inclusion. Previously, she worked at Glasgow University as a JRF Research Fellow investigating the impact of employment loss and labour market consequences in Britain’s major cities.

Gary Dover
Assistant Chief Officer, Primary Care and Early Intervention
Supporting the Chief Officer of the Glasgow City HSCP, Gary provides strategic leadership and co-ordination for the development, delivery and continuous improvement of all Primary Care Services across Glasgow City. This includes strategic development of prevention, early intervention and health improvement oriented primary care services. Gary also has Executive lead responsibility for Health Improvement Services that are delegated to Glasgow City Integration Joint Board.
